Frozen City asks survivors to rebuild settlements in a world locked by extreme cold. Workers gather wood, coal, food, and other materials, then staff production chains that expand around a central furnace. Heat determines whether the settlement can function safely.

The opening of each city presents understandable pressures. Housing, food, warmth, and worker allocation must remain balanced while new buildings increase demand. Moving workers between production and recovery can solve a shortage more effectively than blindly upgrading everything.
